Why is CBD legal but not weed?

As recently as several years ago, CBD was classified as a Schedule 1 drug, or drugs with no currently accepted medical use and a high potential for abuse. The passage of the 2018 Farm Bill moved hemp-derived CBD to Schedule 5, with "lower potential for abuse." While awareness is growing in regards to the therapeutic benefits of naturally occurring THC, marijuana remains a Schedule 1 drug according to the DEA.
